Étant donné la pression constante des clients internes qui souhaitent avoir des réponses à leurs problèmes dans des délais toujours de plus en plus courts, avec la meilleure expertise possible et aux coûts les plus bas, la Direction Solutions informatiques (DSI) d'Hydro-Québec a procédé à un changement structurel qui vise, d'une part, à déconcentrer les spécialistes informatiques vers les unités d'affaires informatiques et, d'autre part, à mettre en place une approche horizontale de gestion des connaissances permettant aux spécialistes dorénavant déconcentrés de maintenir et de développer, à distance, leur expertise collective. Ce cas est écrit en trois parties : (A) la problématique ayant conduit la DSI à un tel changement, (B) la solution retenue, et (C) la mise en œuvre de cet important changement.

Faced with the constant pressure from internal customers, who want answers to their problems on increasingly short order, based on the best possible expertise and at the lowest cost, Hydro-Québec's IT Solutions Department (ITSD) decided to undertake a twofold structural change aimed at: 1) decentralizing the IT specialists to the IT business units; and 2) establishing a horizontal approach to knowledge management, which would allow the now decentralized specialists to maintain and develop their collective expertise remotely. This case study is written in three parts: (A) the issue that led ITSD to such a change; (B) the solution chosen; and (C) the implementation of this significant change.
