Ce cas porte sur la négociation en 2017-2018 qui a conduit au renouvellement du traité de libre-échange entre les États-Unis, le Mexique et le Canada. L’accord antérieur, l’ALENA, signé en 1994, avait créé la plus grande région de libre-échange au monde en matière de PIB et d’étendue géographique. L’arrivée au pouvoir du nouveau président américain, Donald Trump, qui avait qualifié l’ALENA comme le « pire accord » durant sa campagne électorale, a lancé les hostilités et a marqué le début d’un processus de négociation trilatérale sur fond de revendications protectionnistes. Si ce cas relate le déroulement des pourparlers entre les trois pays, il met plus particulièrement en relief les stratégies et les tactiques de négociations empruntées par les parties canadienne et américaine. Il présente également les grandes lignes du nouvel accord et, à ce titre, permet d’analyser les concessions consenties et les résultats obtenus par les signataires.

This case deals with the 2017–2018 negotiations leading to the renewal of the free-trade agreement between the United States, Mexico, and Canada. NAFTA, the previous agreement signed in 1994, had created the world’s largest free-trade area in terms of both geographic size and GDP. The coming into power of the new American president, Donald Trump, who had called NAFTA “the worst trade deal ever negotiated” during his election campaign, had launched the hostilities, marking the beginning of trilateral negotiations against a backdrop of protectionist demands. While the case outlines the progress of talks between all three countries, it focuses primarily on the negotiation tactics and strategies employed by the Canadian and U.S. parties. It also presents the basics of the new agreement, setting the stage for an analysis of the concessions made and the results obtained by the signatories.
