Réinventer la démocratie municipale : enquête sur l’innovation sociale du Laboratoire citoyen de la Transition
En 2017, à Saint-Médard-en-Jalles (France), des citoyennes et citoyens, des élus, des employés municipaux et des organisations communautaires constatent les limites d’un modèle municipal pyramidal pour répondre aux enjeux socioécologiques. Ils expérimentent alors de nouvelles façons de décider et d’agir dans une perspective de Transition socioécologique. Ce cas analytique examine, sous l’angle pragmatiste, comment les collectifs s’organisent pour résoudre une situation jugée insatisfaisante par l’apprentissage, la coopération et l’expérimentation démocratique. Il met en lumière à la fois le potentiel et les limites de cette démarche, tout en illustrant une innovation sociale ascendante en démocratie participative à l’échelle municipale. Il permet également de mieux comprendre l’approche de l’enquête sociale de Dewey et les trajectoires d’innovation sociale décrites par Durand-Folco (2019).
Reinventing Local Democracy: A Study of Social Innovation by the Citizens’ Transition Laboratory
In 2017, citizens, elected officials, municipal employees, and community organizations in Saint-Médard-en-Jalles, France, recognized the limitations of a top-down municipal model in addressing socio-ecological challenges. They then began experimenting with new decision-making and action strategies from a socio-ecological transition perspective. This case study examines how collectives organize to address an unsatisfactory situation through learning, cooperation, and democratic experimentation, from a pragmatist perspective. The study highlights the potential and limitations of this approach while illustrating a bottom-up social innovation in participatory democracy at the municipal level. It also helps students understand Dewey’s approach to social inquiry and the trajectories of social innovation that Durand-Folco (2019) described.
