The Transformation of Investissement Québec: An HR Challenge
Ce cas présente les défis pour les ressources humaines (RH) générés par la transformation de la société d’État Investissement Québec (IQ) annoncée par le ministre de l’Économie et de l’Innovation du Québec en juin 2019. Cette réforme prévoit notamment qu’IQ absorbe en les intégrant le Centre de recherche industrielle du Québec (CRIQ) ainsi que les bureaux régionaux du ministère de l’Économie et de l’Innovation (MEI) et l’équipe économique du réseau du Québec à l’étranger. Il s’agit donc, pour la société d’État, de passer en quelques mois d’environ 500 à 1 000 employés et, surtout, de fusionner trois organisations aux cultures et aux modes de fonctionnement très différents. Il invite le lecteur à imaginer ce qui doit être réalisé pour mettre en œuvre la transformation annoncée.

This case presents the human resources challenges generated by the transformation of the Crown corporation Investissement Québec (IQ) announced by the Quebec Minister of Economy and Innovation in June 2019. The reform included the consolidation and integration of the Quebec Industrial Research Centre (CRIQ), the regional offices of the Ministry of Economy and Innovation (MEI), and the economic team of the Quebec network abroad within IQ. In just a few months, the Crown corporation would go from 500 to 1,000 employees and, above all, would merge three organizations with very different cultures and operating methods. The case invites the reader to imagine what must be done to implement the announced transformation.
